Travel and
Subsistence payments are a complex
and obscure area in the correct
payment of prevailing wages. Because
these amounts and measurements
of distance, etc. are included
in the "travel" section
of the State Prevailing Wage
Determination as illustrate below,
they are in fact a part of "the
prevailing wage". However,
these amounts are quantified
and allocated in various ways
depending on the craft and the
geographic area. This then
means that these amounts must
be paid in different ways. Sometimes
the amounts may be taxable and
therefore included into the total
paid for "This Project" and "All
Projects".
Other times, they could be a reimbursement
and not paid until added into the final "Net
Wages for Week" amount that has
been ascertained. In either case,
or in cases combining these elements,
or in other conceivable ways of covering
the "out-of-area work"
extra costs due a worker, the standard
analysis found on the previous pages
would not apply. For this reason,
if there is an amount found on a report
listed as "Travel/Subsistence" then
a careful analysis of the whole report
must be made to ensure the proper payment
of prevailing wage to the worker.
