Doug
Shortridge is the majority stockholder
and President of LCS, Inc. As a
licensed contractor Doug owned
and operated a plumbing/boiler/fireprotection
company in the North Bay concentrating
heavily on public works construction.
For over a decade, Doug’s company
worked on many school projects as
both sub, prime, and multi-prime
contractor. Due to this experience,
Doug Shortridge learned about the
various ways in which different prime
contractors, CMs, and Awarding Bodies
manage their projects. During this
tenure, Doug's company also experienced
a wide range of market-impacting
prevailing wage issues including
a long-term wage dispartiy problem
in which the unionized competitors
were inadvertently paying a rate
of only 75% of the prevailing wage. Today,
this past experience supports a flexible
attitude regarding the different
styles of contractors working under
the authority of a labor compliance
program as well as a deep understanding
of the benefits, drawbacks, problems
and solutions of the prevailing wage
system. As a subject matter expert,
Doug's intellectual capital base
is unmatched due to the unique background
and experience which has prepared
him for, and led him to, this emerging
field of privatized labor law enforcement.
Herbert
L. Terreri is the firm’s
Attorney and Founding Partner practicing
primarily civil and labor law. As
a former shareholder and founding
partner, Mr. Terreri has continuously
managed the legal affairs of this
firm. Mr. Terreri is the lead attorney
and advisor-in-general regarding
issues of business development, consultation
to districts, and prevailing wage
enforcement and hearing processes
with the DIR. He has represented
contractors in highly complex prevailing
wage cases and has a regular and
ongoing relationship with attorneys
at the Department of Industrial Relations.
Mr. Terreri is also a former California
Highway Patrol officer with the requisite
investigation training which a peace
officer must possess. For all issues
of law faced by this LCP, and as
a representative of LCS, Inc. at
any review hearings at the DIR, Mr.
Terreri serves as counsel and advisor.
The relationship of Mr. Shortridge
and Mr. Terreri has been ongoing
for seven years in which time several
complex prevailing wage issues have
been considered jointly.
Don
Albini is a planning commissioner,
a former journeyman plumber in Local
38, a contractor, and a licensed
arbitrator with the American Arbitration
Association. Mr. Albini has many
years of experience in construction,
governmental regulation, and arbitration.
Mr. Albini works as a consultant
in matters of labor compliance exclusively
for LCS, Inc. and is under agreement
to continue into the future in this
regard.
